รมว.กห. ลงใต้ ติดตามสถานการณ์ในพื้นที่ จชต. ย้ำ“ทุกส่วนต้องร่วมมือกัน สร้างความปลอดภัยชีวิต ทรัพย์สิน ของประชาชน”

   วันนี้ (9 ตุลาคม 2568) เวลา 11.00 น. ที่ห้องประชุม 1 กองอำนวยการรักษาความมั่นคงภายในภาค 4 ส่วนหน้า ค่ายสิรินธร ตำบลเขาตูม อำเภอยะรัง จังหวัดปัตตานี
     พลเอก ณัฐพล นาคพาณิชย์ รัฐมนตรีว่าการกระทรวงกลาโหม พร้อมคณะฯ เดินทางตรวจเยี่ยมติดตามสถานการณ์ และความคืบหน้าในการปฏิบัติงานของฝ่ายความมั่นคง โดยมี พลโท นรธิป โพยนอก แม่ทัพภาคที่ 4 / ผู้อำนวยการรักษาความมั่นคงภายในภาค 4, พลตรี ชาคริต อุจะรัตน รองแม่ทัพภาคที่ 4 / รองผู้อำนวยการรักษาความมั่นคงภายในภาค 4 ส่วนหน้า, ผู้ว่าราชการจังหวัดในพื้นที่ 3 จังหวัดชายแดนภาคใต้, ผู้แทนผู้ว่าราชการจังหวัดสงขลา และหัวหน้าส่วนราชการในพื้นที่ เข้าร่วมหารืออย่างพร้อมเพรียง

     โอกาสนี้ พลโท นรธิป โพยนอก แม่ทัพภาคที่ 4 / ผู้อำนวยการรักษาความมั่นคงภายในภาค 4 ได้กล่าวต้อนรับว่ากองอำนวยการรักษาความมั่นคงภายในภาค 4 ส่วนหน้า รู้สึกยินดีที่รัฐมนตรีว่าการกระทรวงกลาโหม และคณะฯ มีความห่วงใยกำลังพล ซึ่งหน่วยงานนี้เป็นหน่วยหลักที่รับผิดชอบในการบูรณาการและขับเคลื่อนงานด้านความมั่นคงและการพัฒนา ภายใต้ แผนขับเคลื่อนเสริมสร้างสันติสุขจังหวัดชายแดนภาคใต้ ประจำปี 2569

ดำเนินการขับเคลื่อนงานแก้ไขปัญหา 8 ด้านที่สำคัญ ได้แก่

• ด้านการก่อเหตุรุนแรง
• ด้านความมั่นคงตามแนวชายแดน
• ด้านการแก้ไขปัญหาการบ่มเพาะ
• ด้านภัยแทรกซ้อน
• ด้านความเคลื่อนไหวขององค์กรระหว่างประเทศ, องค์กรพัฒนาเอกชน และองค์กรภาคประชาสังคม
• ด้านการพัฒนา
• ด้านการสร้างความเข้าใจ
• และด้านอื่นๆ

     โดยเน้น “งานการเมืองนำการทหาร” และการเสริมสร้างประสิทธิภาพสมาชิกกองอาสารักษาดินแดนจังหวัดชายแดนภาคใต้ เพื่อรองรับการทดแทนกำลังทหารในระยะเปลี่ยนผ่านสู่การบริหารพื้นที่ภายใต้กลไกปกติของทางราชการ ดำเนินการควบคู่กับการสร้างความเข้าใจและบูรณาการกับทุกภาคส่วน

     พลเอก ณัฐพล นาคพาณิชย์ รัฐมนตรีว่าการกระทรวงกลาโหม กล่าวว่า
การลงพื้นที่ในครั้งนี้ ตั้งใจมารับฟังข้อมูลต่างๆ ครอบคลุมทุกมิติ ทั้งด้านความมั่นคง ด้านเศรษฐกิจ และด้านสังคม พร้อมติดตามข้อพิจารณาและข้อเสนอแนะเพื่อบูรณาการหน่วยงานต่างๆ ทั้งภายในและภายนอกกระทรวงกลาโหม โดยมุ่งเพิ่มประสิทธิภาพการทำงานให้เกิดความประสานสอดคล้องเกื้อกูลกันในทุกมิติ เพื่อดูแลความปลอดภัยทั้งชีวิตและทรัพย์สินของพี่น้องประชาชน

     ในการนี้ รัฐมนตรีว่าการกระทรวงกลาโหม พร้อมคณะฯ ยังได้รับฟังการบรรยายสรุปแนวคิดการปฏิบัติงานของ กองอำนวยการรักษาความมั่นคงภายในภาค 4 ส่วนหน้า ด้านสถานการณ์ ด้านการข่าว ภาพข่าวความเคลื่อนไหว และการปฏิบัติต่อเหตุการณ์ที่สำคัญ รวมถึงโครงสร้างการจัดอัตรากำลัง ปี 2569 และกรอบแนวคิดในการแก้ไขปัญหาในพื้นที่จังหวัดชายแดนใต้ ตลอดจนรับฟังปัญหา อุปสรรค และข้อเสนอแนะจากหน่วยงานที่เกี่ยวข้อง

     ทั้งนี้ พลเอก ณัฐพล นาคพาณิชย์ ได้เน้นย้ำถึงความพร้อมและความร่วมมือจากทุกภาคส่วน
การลงพื้นที่จังหวัดชายแดนในครั้งนี้ เป็นการติดตามสถานการณ์และแลกเปลี่ยนข้อมูลอย่างต่อเนื่อง โดยรัฐบาลมีความห่วงใยประชาชนในพื้นที่อย่างยิ่ง และขอเป็นกำลังใจให้กับกำลังพล เจ้าหน้าที่ทุกส่วน

ท่านกล่าวย้ำว่า

“ทุกส่วนต้องร่วมมือกันรักษาความปลอดภัยชีวิตและทรัพย์สินของประชาชนอย่างสำคัญยิ่ง”

     รวมถึงได้หารือถึงความคืบหน้าของแผนงานการส่งมอบพื้นที่ ซึ่งจากการบรรยายสรุป เห็นถึงความมั่นใจในความพร้อมของทุกหน่วยงานในพื้นที่ และคาดว่าพื้นที่จะมีความพร้อมในระดับหนึ่งภายในปี 2570 อย่างไรก็ตาม จะมีการประเมินอีกครั้งเมื่อใกล้ถึงกำหนด เพื่อพิจารณาความพร้อมในการส่งมอบพื้นที่ให้กระทรวงมหาดไทยต่อไป

 Menteri Pertahanan turun ke Selatan lawat dan ikut perkembangan keselamatan di 3 wilayah sempadan – Tekan semua pihak kena bekerjasama jaga keselamatan rakyat dan harta benda.

Hari ini (9 Oktober 2025), jam 11.00 pagi, di bilik mesyuarat 1, Pejabat Keselamatan Bahagian 4 (ISOC 4), Kem Sirindhorn, Khao Tum, Yarang, Pattani – Jeneral Natthaphon Nakphanit, Menteri Pertahanan, datang lawat ke kawasan dan tengok kerja keselamatan yang tengah dibuat.

Turut hadir: Panglima Tentera Bahagian 4 – Lt. Gen. Norathip Phoeynok, Timbalan Panglima – Maj. Gen. Chakrit Ucharat, Gabenor dari 3 wilayah (Pattani, Yala, Narathiwat), wakil dari Songkhla dan ketua-ketua jabatan.

Panglima Norathip ucap selamat datang kepada Menteri, dan terangkan ISOC 4 ni main peranan penting jaga keselamatan dan bantu pembangunan di kawasan Selatan ni. Semua kerja dijalankan ikut pelan tahun 2026.

Ada 8 bidang penting yang mereka fokus:

• Kes keganasan
• Keselamatan sempadan
• Isu penanaman fahaman
• Ancaman luar lain
• Gerakan NGO, badan antarabangsa
• Pembangunan
• Bina kefahaman rakyat
• Lain-lain isu

Juga sebut pasal nak latih anggota sukarelawan (territorial defence) supaya boleh ganti tentera masa akan datang, bila kuasa pentadbiran balik ke jabatan awam macam biasa.

Jeneral Natthaphon (Menteri Pertahanan) kata: lawatan kali ni dia nak dengar semua info – keselamatan, ekonomi, sosial – untuk cari jalan macam mana jabatan-jabatan boleh bekerjasama lebih baik, supaya rakyat lebih selamat.

Menteri juga dengar taklimat dari ISOC 4: pasal maklumat risikan, situasi semasa, susunan kekuatan tentera tahun 2026, dan rancangan macam mana nak selesaikan masalah di Selatan.

Menteri tekankan: kerajaan betul-betul ambil berat pasal rakyat di Selatan. Semua agensi perlu bekerjasama jaga keselamatan nyawa dan harta rakyat. Rancangannya ialah, kalau semua pihak bersedia, dalam tahun 2027 boleh mula serah kuasa kawasan kepada Kementerian Dalam Negeri. Tapi nanti akan nilai lagi bila masa dah dekat.

Minister of Defence Visits the Southern Border Provinces to Monitor the Situation and Emphasizes: “All Sectors Must Work Together to Ensure the Safety of People’s Lives and Property.”

On 9 October 2025, at 11:00 AM, at Meeting Room 1, Internal Security Operations Command Region 4 Forward Command (ISOC Region 4), Sirindhorn Camp, Khao Tum Subdistrict, Yarang District, Pattani Province, General Natthaphon Nakphanit, Minister of Defence, and his delegation conducted an official visit to follow up on the situation and the progress of security operations in the area.

The Minister was welcomed by Lieutenant General Norathip Phoeynok, Commander of the 4th Army Region / Director of ISOC Region 4, along with Major General Chakrit Ucharat, Deputy Commander of the 4th Army Region / Deputy Director of ISOC Region 4 Forward Command. Also in attendance were the Governors of the three southern border provinces, a representative from the Governor of Songkhla Province, and heads of local government agencies.

On this occasion, Lt. Gen. Norathip Phoeynok expressed his appreciation for the Minister’s concern for military personnel and emphasized that ISOC Region 4 Forward Command plays a central role in integrating and driving efforts in both security and development, operating under the 2026 Southern Border Provinces Peacebuilding Strategic Plan.

The strategy focuses on addressing eight key areas:

• Violent incidents
• Border security
• Prevention of indoctrination
• Emerging threats
• Activities of international organizations, NGOs, and civil society organizations
• Development
• Public communication and understanding
• Other relevant issues

The operations are conducted through a civil–military integration approach, emphasizing political leadership complemented by military support. Particular focus is placed on enhancing the capabilities of Territorial Defence Volunteers to gradually replace military forces during the transition to regular civilian administration. This approach will be pursued in parallel with ongoing public engagement and inter-agency coordination.

General Natthaphon Nakphanit, Minister of Defence, stated that the purpose of this field visit was to receive comprehensive information covering all dimensions—security, economic, and social—and to follow up on the preparation of recommendations and proposed measures for cross-sectoral integration, both within and outside the Ministry of Defence. The goal is to enhance operational efficiency and foster collaboration in all aspects to safeguard the lives and property of the people.

During the visit, the Minister and his delegation received a comprehensive briefing from ISOC Region 4 Forward Command, which included intelligence assessments, recent developments, key incident responses, the force structure for the year 2026, and the strategic framework for resolving issues in the southern border provinces. Discussions also covered plans for force deployment, responsibility allocation, challenges faced by related agencies, and constructive suggestions for moving forward.

The Minister of Defence stressed the importance of readiness and cooperation from all sectors. This visit to the southern border provinces was part of the government’s continuous efforts to monitor the situation and exchange information. The Minister reaffirmed the government’s deep concern for the well-being of people in the area and extended his encouragement to all personnel involved.

He concluded by emphasizing:

“All sectors must collaborate to ensure the safety of people’s lives and property.”

The Minister also discussed the progress of the area transfer plan. Based on the briefing, he expressed confidence in the preparedness of all responsible units and anticipated that the region would reach an adequate level of readiness by the year 2027. However, a reassessment will be conducted closer to the target date to determine readiness for the handover to the Ministry of Interior.
